Going off of memory here, and meshing together bits from pre-Z Dragonball and post-Z GT that are both questionably canon at best in this era of DB Super, buuuuut: dragon balls seem to be a Namekkian thing, but more importantly seem to be a Guardian (Kami/Guru) thing. I don’t remember who says it, but the dragon balls were supposed to be the sort of magic mcguffin that inspires greatness in mortals of the planet their Guardian watches over, as they set out on an epic world-spanning quest that’s so important etc etc. So their capabilities are more to be seen in that regard than as a list of powers, except then Bulma screws everything up by inventing a dragon radar and Goku and the gang keep gathering them over and over the instant the dragon slumbering within has had enough time to replenish its energy or whatever the non-GT reasoning is.

    Personally, I’ve always had a bit of a theory that the power concerns are tied to consent; the dragon cannot affect a being greater than its creator unless that being allows it. Which is why Goku could be brought back to life despite being stronger than Kami/Piccolo, but the dragon couldn’t do anything to a Nappa that was weaker than Goku. There are a couple of wishes later on that are hard to explain otherwise, where the dragon’s response is just “sorry but he said no” to things that should theoretically be easier than resurrection or immortality.

    1. If i recall correctly, the “using it too much is bad” bit was only added in GT to justify the Dark Dragon Saga, and it’s definitely no longer canon.

      Your consent idea definitely makes sense, I hadn’t thought of it at the time that Paige asked the question, but it’s totally reasonable since people refuse to have wishes enacted upon them on multiple occasions.
